Punjab Small Industries & Export Corporation Ltd. (PSIEC) was set up in 1962 with a view to promote small scale industries in the State. The Corporation is involved in the following activities:-
- Development of Infrastructure facilities;
- Deposit works by Engg. Wing;
- Distribution of Iron & Steel Material;
- Marketing of products through Emporia and Marketing Division; and
- Promotion of exports;
Business Performance:
The equity base of the Company as on 31.3.10 is Rs.5000.82 lacs. Reserve and surplus as on 31.3.08 is Rs.7121.36 lacs.

Raw material activity:
Since inception, the procurement and distribution of essential raw materials has been the main activity of the Corporation. Steel and Pig Iron, brass scrap, coal and spirit are procured from the main producers/ departments like SAIL,TISCO,RINL, Coal India limited, Ministry of Defence, Excise and Taxation etc. and then distributed to SSI Units through out the State for which the Corporation has a net work of depots. The Corporation is trying to diversify its activities by procuring other raw materials to SSI Units.

Handling Agency:
The Corporation is acting as handling agent of SAIL, HZL at Ludhiana, Mandi Gobindgarh and Jalandhar from where the producers distribute iron and steel, zinc and aluminum to industrial units in Punjab.

EMPORIA WING:
The Corporation is running a chain of seven Emporiums under the name of "Phulakri" at Delhi, Chandigarh, Patiala, Ludhiana. Jalandhar, Amritsar and Kolkata with the objective to promote the interest of small scale units and craftsmen by selling their products through this network.
For the upliftment of the weaker sections of society, the Corporation has set up a Crafts Development Centre at Hoshiarpur for the procurement, development and marketing of lacquer and inlay crafts.

ENGINEERING WING :
With a view to have planned industrial growth, the task of development of industrial infrastructure in the state has been assigned to PSIEC by the State Govt., & in turn Engineering Wing(EW) of Corporation is responsible for the development of Industrial Focal Points(IFPs)for expeditious & planned growth of the industry in the state. The Corporation has so far developed several IFPs in the various districts of the state which have been acting as catalysts for promoting industry in the state. In addition EW is also undertaking deposit works for building projects on behalf of various State Govt. organizations namely Punjab Pollution Control Board, Patiala Employees Provident Fund Organization, GOI, Mahatama Gandhi State Institute of Public Administration, Punjab, Chandigarh etc. PSIEC had also constructed a number of prestigious ESIC hospitals/dispensaries/staff quarters in the state at Rajpura, Ludhiana, Jalandhar, Phagwara, Chandigarh etc. on behalf of Employees State Insurance Corporation, new Delhi apart from bus stands at Nangal, Pathankot, Dera Baba Nanak, Nawan Shehar, Hoshiarpur on behalf of Department of Transport, Punjab.
The Corporation has now embarked upon its ambitious plan for the development of additional industrial infrastructure & construction projects, as under:
1. (i) Construction of Forest Complex, Mohali ;
PSIEC is entrusted with the construction work of Forest Complex, Sector-68, Mohali for Rs.2330.00 lacs. The work has been taken in hand during September, 2008 & targeted to be completed by April,2011.
(ii)Construction of NIIFT building, Mohali ;
PSIEC is entrusted with the construction work of NIIFT building, Mohali for Rs.1334.80 lacs. The work is in full swing. The building is likely to be completed by Feb.2011.
2. (i) Upgradation of external roads of Ph-VIII A & B Mohali ;
The work of upgradation of external roads of Ph-VIII A & B Mohali with total cost of Rs.367.00 lakh has been completed.
(ii) Upgradation of roads of IFP, Jalandhar:
The upgradation of roads at IFP Jalandhar under ACA Scheme alongwith boring/installation of 5 Nos. tubewells has been completed & the work of up gradation of sewer system is in progress.
3. Industrial Focal Points ;
Development of commercial pocket-II, IFP Ph-VIIIB, Mohali, Development of few plots near ICI Paints, Ph-VIIIB, Mohali, work has been completed. Development of few plots Ph-VI LUdhiana, is in progress. The work of boring & installation of 2 nos tubewells Ph.VIIIA&B Mohali has been completed.
4. Development of IFPs ;
Govt of Punjab has allotted 227 acres of land for integrated industrial Mixed Use Park at Kapurthala to PSIEC. The plan has been prepared and approved by the Plan Approval Committee on 18.8.2009. PSIEC has carried out its survey & estimate has been prepared. The tender for development has been called.
Export Wing:
1. PSIEC is a Nodal Agency of Punjab Government for promotion of exports and nominated agency for the implementation of Central Government scheme known as Assistance to State for Development of Export Infrastructure and Allied activities (ASIDE). A State Level Export Promotion Committee(SLEPC) has been constituted under the Chairmanship of Chief Secretary, Punjab to approve the projects to be undertaken under the scheme. The Punjab State has been allocated a sum of Rs.12.73 crores(minimum at the level of last year)by the Govt. of India is under the ASIDE scheme for the year 2010-11.
2. (i) Apparel Exporters Association of (APPEAL) Ludhiana submitted a project proposal to the Govt. of India. Ministry of Textiles for setting up of an Apparel Park at Ludhiana under "Textiles Center Infrastructure Development(TCID) scheme of Government of India. The Government accorded its approval for the same with a financial assistance to the tune of Rs,17 crs. A new company under the Name of Punjab Apparel Park Ltd. was incorporated on 31.10.2003 by the Apparel Exporters Association of Ludhiana(APPEAL) under a joint collaboration agreement with PSIEC. However, there was no investment by the Corporation.
(ii) The Company (Punjab Apparel Park Ltd.), which is run and managed by the Private Association, has already acquired/purchased land of 85 acres for this purpose which is located at G.T. Road, Burmalipur,Ludhiana. The total cost of the Apparel Park is Rs.40.00 crs and the company has already incurred Rs.28.00 crs so far on this project. PSIEC has no role in land acquisition. The primary thrust of the park would be provision of state-of-the-art industrial infrastructure. For monitoring the progress of the Apparel Park, State Government has constituted a State Level Committee(SLC) under the chairmanship of Principal Secretary Industries & Commerce, Punjab which would oversee, review and report on the progress of the Apparel Park to the Central Government based on which the actual release of funds would be made. The project is likely to be completed by the end of 2010.
3. PSIEC had taken up with Crosstream Consulting Pvt. Ltd., Mumbai, an authorized agency of Proquest Company USA to set up an "E-Resource" portal. The agency has completed the portal called "E-Resource" which is providing access to the product called "Dialog PRO-Consulting Module". This module assists in addressing some of the information needs of the small and medium scale exporters in the State of Punjab. The module is having market research databases like Frost & Sullivan, Dun & Bradstreet, ABI inform etc. It was also provides market intelligence reports, credit rating of International Buyers etc. which are generally not available in any other portal. Passwords of the portal have been provided to the selected Associations of the State of Punjab enabling their members to access information free of cost. The access to the database is for a period of one year from 01-07-2009 to 30-06-2010.
4. PSIEC taken up the matter with the office of Development Commissioner (Handicrafts), Ministry of Textiles, Govt. of India for participation in Cairo International Fair, Cairo(Egypt) held from 11th – 22nd March, 2010. The Office of Development Commissioner(Handicrafts), New Delhi sanctioned financial assistance vide its letter No. M-11014/322/2009-MSS(IM)-83 dt. 22.1.2010 to the tune of Rs. 12,23,337/- towards full space rent, administrative expenses including one interpreter, publicity, freight of exhibits including insurance and TA/DA of one officer. Rs.6,11,668/- being 50% of the sanctioned amount has already been received by PSIEC. The Indian participation in the fair was organized by ITPO. PSIEC booked 18 sq.mtr. stall for display of wooden inlay handicrafts from the State of Punjab. Three prominent manufacturers/exporters from Hoshiarpur namely M/s Hindustan Export syndicate, M/s Ganga Ram Tulsi Ram & M/s Kanhaya Lal Brij Lal participated in the fair as associates of PSIEC and displayed handicrafts and wooden inlay work products in the stall allotted to PSIEC.
5. On behalf of the Punjab Government, PSIEC organizes Punjab Pavilion in the India International Trade Fair (IITF) held from 14th to 27th Nov. at Pragati Maidan, New Delhi every year.
